The law
Non-Qatari ownership and use of real estate is governed by Law No. 16 of 2018, with Cabinet Decision No. 28 of 2020 setting the designated areas.
Where you can buy
Nine areas are open to freehold ownership by non-Qataris, including The Pearl, West Bay and Lusail. Further areas allow usufruct: the right to use a property for 99 years. The full, current list is published by the Ministry of Justice.
What you can buy
Apartments and other units in residential complexes, villas, offices and shops within the designated areas.
Who handles it
The Ministry of Justice's Non-Qatari Ownership and Use of Real Estate department, and its registration system.
Confirm before you act
Check the area and the exact plot against the official list before paying a deposit, and confirm fees with the Ministry of Justice.
