Buying property as a GCC citizen

What Cabinet Decision No. 1 of 2025 allows citizens of other GCC countries to own in Qatar.

Homes

GCC citizens may own up to three residential properties, with a combined area of no more than 3,000 m². Exceptions need approval from the Prime Minister.

Use

Residential properties are for personal and family residential use.

Land

Building on vacant land must be completed within four years of registration; extensions can be granted for justified reasons.

Selling

A property cannot be sold or transferred within two years of registration without approval from the Prime Minister.

Naturalised GCC citizens

People who acquired GCC citizenship must wait five years before owning property in Qatar.

Commercial property

Allowed for licensed business and professional activities, with conditions on transfer after the activity stops.
